China's recycling metal industry has come to a large scale after sustained and rapid development in recent years. China recycling metals output in 2007 has reached 5.3 million tons, accounting 22.46 percent of the 10 kinds of non-ferrous metals production. China recycling metal industry has become an important component of non-ferrous metal industrial system. The industry has begun to change its mode from extensive to intensive and the whole industry is in the critical period of upgrading and development.

At the same time, China has further strengthened the recycling economy construction and the leadership. The recycling metal industry development environment will surely have major changes in the second half of 2008. Especially adjustments and restricts of Recycling Economy Law, value-added tax policies of the recycling of scrap materials and other relevant policies will have a far-reaching significant and influence to the development of China nonferrous metals industry.

In addition, the rapid rise of oil’s price, the continuous increase of RMB exchange rate against USD and  USA’s loan-to-crisis’ impact on China's economy lead to industrial volatility and challenge the fast industrial development.

To dealing with this problem, the forum committee will invite experts and officials from National Development and Reform Commission, State Environmental Protection Administration, General Administration of Quality Supervision, Inspection and Quarantine, Customs General Administration, Ministry of Finance, State Administration of Taxation, Ministry of Science and Technology and other relevant ministries. They will make exchanges and discuss the far-reaching industrial significance and impact on Recycling Economy Law, value-added tax policies of the recycling of scrap materials and other relevant policies with delegates. They will also analyze the new industrial problems and challenges and explore the sustainable development.

In order to make a full and comprehensive display of the development situation of China’s recycling metal industry, strengthen international exchanges and cooperation and promote industrial upgrading, we will still hold the exhibition and trade fair. In the 7th Secondary Metals International Forum/Exhibition &Trade Fair in Guangzhou, there were 1309 delegates from 37 countries around the world, including 328 foreign representatives. And the recycling metal trading volume was over 50,000 tons and trade turnover was nearly 2 billion yuan.
